Nothing more than what anyone could find in 5 minutes of Googling. It's a politically irrelevant pet fixation of longterm Rep. Chaka Fattah (D-PA); he reintroduces the legislation virtually every session, but it never makes it out of committee or attracts any cosponsors. Basically, the idea is that imposing an across-the-board transaction tax is the key to both phasing out the federal income tax and paying down the national debt in just a few years. He'll never get anywhere with it.
