I don't get it-aren't breasts still breasts? I assume "surgically enhanced" must mean that they are implants and look like female breasts. They still have male genitals so they're not breaking any laws? So their breasts are technically still just man boobs?

If men are allowed to be topless at a beach, women, be they natural-born or made, should be allowed to be topless, too. Not much difficulty there.
