But like what has been said, what else can be done?
An out-of-control dog population will inevitably lead to a rabies outbreak in a place such as Iraq.
Horrible, but necessary.

That second picture in the link is even worse.

Yeah, I don't really know what to say on this one. I have my personal doubts that the dogs could be that dangerous, but whatever difference it makes is probably for the better. Seems a little extreme nonetheless, though, even if Mohammad was the most cat person of all cat people.
