WOWY Ebow Part Super High Pitch

You know during the Ebow part in the beginning of WOWY, that super high pitched sound that sounds kind of like a string section? Is that a synthesizer, or is the the "shimmer" effect being using on the Ebow part Edge is playing and shifted an octave up?
