A slow first single, if done right, can work. "With or Without You" is a great song - simple, but great. It's not the classic love song in any manner and has a very haunting sound. There's no real chorus and Bono's passion makes the song soar. So the *right* slow song can work as a lead single.

That said, U2 usually chooses a rocker as a lead single (providing the album has one): I Will Follow, New Year's Day, Pride, Desire, The Fly, Discotheque, Beautiful Day, and Vertigo (I don't know what to call Numb ). Therefore, I'm guessing another rocker as a lead single. It seems to work.
