I don't see any relationship at all with the movie "Clockwork Orange" and Bono's eyeliner.
In the film, Alex had makeup on his right eye with a fake eye lash. Bono is not wearing a fake eye lash, as far as I can tell. Bono has eyeliner on both eyes, while Alex only had one eye made up.
To me, Bono evokes images of a raccoon or that dude from Green Day doing a pale imitation of Syd Barrett.
