I don't really know--I haven't listened to the song in a long time so I only remember some lyrics. But I do know that it was one of the song that U2 (actually, I think it might just have been Bono and Edge) played at a benefit for the Omagh bombing victims, so it certainly seems at least that it can relate to Northern Ireland.
