Just to share a compilation which I've made which flows very well from beginning to end, and makes an awesome U2 album. Some good songs were left out to keep it short, Winter for example is off because I have it as an album track on NLOTH, anyway it's open for debate...

01)are you gonna wait forever? (why is it not on HTDAAB??)
02)holy joe (guilty mix)
03) your blue room
04) always
05) fall at your feet
06) native son
07) disappearing act (vocals are recent so I included it here).
08) summer rain
09) stateless
10) electrical storm original version
11) bottoms (passengers bside)
12) ground beneath her feet
 
I love Holy Joe because I think with that song we see some of the creative juices that went into POP. Reading about how hard the album was to make and some of the evolution of the songs (varying versions and styles), this song has two interesting halves. (guilty v garage)
 
Holy Jo is good but nothing spectacular. I'm glad it wasn't on the album.
 
I personally love "Smile" and "Levitate" I would include those, too. :sexywink:

YOu were right about Levitate, I had never heard that one before, first class track. My awesome album now goes like this:

01)are you gonna wait forever? - (energetic guitar driven opener - zoo station...)
02)holy joe (guilty mix) - this is the "Even better" of this album... with a similar styled guitar solo
03) your blue room - this is the pseudo romantic track a la ONE
04) always - this is the energetic track #4, (UTEOTW)
05) falling at your feet (slower tempo romantic track 5, wild horses...)
06) disappearing act (slower tempo dramatic track 6, so cruel...)
07) native son (strong energetic lead single, the fly)
08) summer rain (fun happy song, mysterious ways)
09) stateless (slower tempo song track 9, ARMS)
10) levitate (faster tempo awesome mind-blowing song near album end, Ultraviolet)
11) bottoms (from passengers) - fast tempo song near album end (acrobat)
12) ground beneath her feet (dramatic emotional closer, LOve is blindness).

Left out:
lady with a spinning head - I have it as album track on AB, overplayed over the years.
winter - I have it as album track on NLOTH
FAST cars - my japanese HTDAAB has it as bonus track
north and south of the river - I have it as album track on POP
electrical storm original version - too similar to the remix on BEST OF

lady with a spinning head - I have it as album track on AB
winter - I have it as album track on NLOTH
north and south of the river - I have it as album track on POP

Your rules are a little confusing - Ground Beneath Her Feet WAS on most versions of ATYCLB while Lady with the Spinning Head is NOT (but you've reversed them?). Winter is only on a soundtrack album and on the Linear DVD.

Anyway here's my list of favourite songs that never appeared on a regular U2 studio album from 1990 to now:
