Correct. According to U2gigs, this recording is apparently the fifth performance ever, so it could very likely be the earliest recording:

I've tried to pin down when I Will Follow came into the setlist. As best as I can tell, it did not appear until after the Irish leg of the 11OTT Tour in early to mid-May 1980. The one fully known set from that leg does not include it, nor do any of the incomplete sets. But it's in the set for the second leg of the 11OTT Tour in England. Unfortunately we lack recordings from then, so all we have are a smattering of very incomplete setlists! Hence IWF doesn't show up on any tape until the Boy Tour gets under way.
